PROGRAMME

This project was financed by the Youth Programme of the European Comission based in an action 5.2.1 with the reference number ES-512-36-2005-R5

This action fit in the framework of the priorities of the youth programme to the year 2005 and in the frame of the European Pact for Youth:
Co-operation policies in the field of youth with the aim to promote the youngsters participation, develop new initiatives in the field of youth information, specially those who allow the most undeveloped sectors of youth, to reach equally to measures that favour the youngsters inclusion in the active life and give them voice in the public policies that favour their interests.

THEME AND OBJECTIVES
 
Part of the main idea of the work of public organisations, specially those for whose main goal is the youth information, can be an extraordinary mean for that the access of all youngsters to new technologies can be made in an more effective and socially fare conditions.

Having the idea that the access from youngsters to the information suitable to their interests and to communication services will develop their participation in public life and the expression of their capacities as active citizens and responsible, and by taking in account that new technologies con lead to it, specially in those sectors with less opportunities, this space was born to gather organisations both from Latin America and European Countries in which is desired:

· Generate a space for the exchange of ideas and experience in the field of youth information and new technologies as a strategy of social inclusion of youngsters
· Analyse and evaluate the play of new technologies in the field of youth information as a measure of inclusion and the participation of youngsters with less opportunities.
· To promote a common protocol and a guide that offer new technologies as means to achieve an easy access to information, especially for those with less opportunities
· Establish a Youth Information Services network between Europe and Latin America, that allow the exchange of good practices and training and learning processes between technicians and youngsters from both continents. Promote the Youth Programme and the European Youth Information Charter and outline the elements that overcome of the application of its contents through the information technologies.
· To show the experiences, (specially the locals) and the work (programmes and projects) in this field, that the member countries of Youth Iberoamerican Organisation (OIJ). And study new initiatives of co-operation between the Youth Information Centres (YIC) from Europe and the YIC from Latin America.

Therefor we will use a method in which the practice comes first that the results, in which is consider first the preparation of the groups, with a continue a participate evaluation.

METHODOLOGY

To this project was proposed an active and participative methodology in the line of exposure of experiences, that gives an important role to each and every participant, and introduce a learning situation by the direct instruction, discussion and team work. During the whole project there will be a space for evaluation.

The application of this method through discussion and debate will be complemented with brief lectures related with the theme and focus on the next topics:

About the presentation, previous contacts have been held about the themes and methods to develop.

The work of the participants will be enriching with the presentations made by Organización Iberoamericana de Juventud and the European Commission. The European Youth Portal will be presented

Other experiences of cooperation of special interest will study like, for example, the Web Portal of Youth for Latin America and the Caribbean


GROUPS EXPOSITIONS:


All delegations will make a presentation focusing their discourse on:

The youth information in our cities: strategies to facilitate the access of the information to youngsters with less opportunities. The role of new technologies.

It will be made with a group of another country, so it can compare experiences and exchange opinions

These expositions will be held at the beginning of the seminar and are the outcome of a preparatory work began before the start of the activity and will do as a recompilation of experiences, analysis of expectations and the opinion of the technicians of the centres.

ORGANIZATION, DATES AND PLACE OF CELEBRATION

The seminar will be held from the 17th to 21st of June 2006. On the 22nd of June the rooms must left, in the case that anyone must stay longer, will have to pay their own lodging.
The Murcia City Council does not make itself responsible of the arrival and departure of the participants and the dates before or after the 16th and the 22nd of June.

ACCOMMODATION
The lodging will take place in a residence of Caja de Ahorros del Mediterráneo, CEMACAM, placed 5 kilometres from the City of Murcia. A meeting centre with doble rooms, meeting rooms and an adecuated place for meetings,and a new technologies room equiped.
This local will help the development of activities and at the same time to get in touch with the local comunity, culture, organizations, and social life, etc..

MEALS
You should inform us if there are any special diet requirements.

TRANSPORT
The arrival airport is ALICANTE.
Is required to know the date and time of arrival until the 15th of may 2006.
We will pick up all the particpants at the airport and take them to the hosteling place.

CLIMATE
25º - 30º C. Summer.

INSURANCE
All participants will be insured during the programme and that covers accidents.
Does not include the voyages. It starts when the group is picked up at the airport .

PROFILE AND NUMBER OF THE PARTICIPANTS

PROFILE
The participants are responsables of Youth Information Centres in their own entities. With the ability to take decisions.
Is also advisable that in those delegations in which participate two participants, at least one, has the responsability on international mathers. .
All participants are compromised to participate actively in the preparation and development of the encounter and continue the projects that come from the semminar.

List of participants

PREPARATORY MATERIAL

The participants must bring the next information to the seminar:

· Documents about the mecanism of participation and youth information on local ambit in the governemts of their cities.
· Information about the centers and services of youth information to youngsters in their cities.
· Information about iniciatives that were held by youngsters.
· A first proposal to favour the inclusion of youngsters with dificulties on the development and preparation of youth information.
· An analisis of the dificulties que youngsters find for their personal and social development in their contries due to lack of information as an integrating element and social inclusion..

ACTIVITY COSTS

Lodging, internal trips, programme and insurance costs are all taken by the organization.
The participants must be informed if they need visa. .

OTHER COSTS
The participants dont have to pay the costs related with lodging, transports and events related with the semminar.
The costs will be covered just since the date of arrival until the last day of the programme (16th to 22st of June 2006). No excepcions before.
Personal expenses as phone calls, presents and souvenirs, etc, or any other expense that the participant make off the programme, will be covered by him.

INTERNATIONAL TRAVEL COSTS
The travel costs will be reimburses as agreed with the organizations.
The departure and arrival flight are from the nearest airport to the participant residence.
The destination flight is ALICANTE
The fare must be the cheapest. We recomend reserving the flight with in advance.
We will send to each delegation the cost limit for the flights established on the project.
Do not issue the tickets without consulting Plan Joven.
